Students from Mishmish School visit the Mishmish Police Station of the Regional Gendarmerie Unit on the occasion of the 165th Anniversary of the Internal Security Forces

Issued by the General Directorate of the Internal Security Forces – Public Relations Division The following statement was issued: On the occasion of the 165th Anniversary of the Internal Security Forces, and within the framework of cooperation and coordination between the General Directorate of the Internal Security Forces and educational institutions in Lebanon, 57 students from Mishmish Mixed Public School visited the Mishmish Police Station of the Regional Gendarmerie Unit on 03-06-2026, accompanied by the school principal, Mr. Youssef Berri, and a group of teachers. Upon their arrival, they were welcomed by the station personnel. The station commander, Major Ahmad Al Adraa, provided them with a detailed presentation on the duties of the Internal Security Forces and their role in serving citizens across various fields. In this context, discussions focused on the importance of cooperation between the Internal Security Forces and citizens, as well as ways to promote civic responsibility among students. The station commander also explained how violations are addressed, how judicial investigations are conducted under the authority and supervision of the judiciary, and how judicial directives are implemented. Several students then addressed questions to Major Al Adraa regarding the duties and responsibilities of the Internal Security Forces, and he provided them with comprehensive answers. Afterward, Mr. Berri delivered a speech in which he praised the efforts of the Internal Security Forces in serving citizens, highlighting their important role in serving society and the sacrifices they make. At the conclusion of the visit, the students toured the various sections of the police station. Sweets, informational brochures, and Internal Security Forces flags were distributed to the students, and commemorative photographs were taken to mark the occasion.

Memorandum of Understanding signed between the Internal Security Forces and the Lebanese French University

The Director General of the Internal Security Forces, Major General Raed Abdallah, received this morning in his office at the General Headquarters Barracks a delegation from the Lebanese French University (ULF), comprising the University President and former Minister Dr. Michel Najjar, Director of Financial and Administrative Affairs Dr. Hani Haidoura, and retired Brigadier General Fawzi Hammadi. During the meeting, Major General Abdallah and Dr. Najjar signed a Memorandum of Understanding on academic cooperation between the two parties. The University President expressed the institution’s willingness to provide special scholarships to serving members of the Internal Security Forces, as well as to their families and the families of retired personnel. The signing ceremony was attended by the Head of the Staff Authority Unit, Brigadier General Dr. Alfred Hanna; the Commander of the Internal Security Forces Institute, Brigadier General Ahmad Abla; the Head of the Public Relations Division, Brigadier General Joseph Msallam; the Head of the Planning and Organization Division, Brigadier General Maroun El Khoury; the Head of the Administrative Affairs Division, Brigadier General Fadi El Hajj; and the Head of the Training Division, Brigadier General Troudi Al Qadi. This initiative comes within the framework of efforts to strengthen integration between security and academic institutions and to promote the concept of knowledge-based security, thereby contributing positively to the development of security performance and the enhancement of stability within Lebanese society.

Training session on gender sensitivity at the Women’s Prison in Tripoli, in cooperation between the Internal Security Forces and Dar Al-Amal Association.

As part of the cooperation and coordination between the General Directorate of the Internal Security Forces and civil society organizations, Dar Al-Amal Association organized a training session on “Gender Sensitivity” at the Women’s Prison in Tripoli on 20 May 2026. The session was attended by the Association’s social worker, Ms. Mona Issa, along with several association members and female prison guards. The training began with a welcome session and an explanation of its objectives, emphasizing the importance of gender-sensitive practices within the prison environment, particularly in relation to the treatment of female inmates and their specific needs. The session aimed to explain the concept of gender sensitivity, defined as an approach based on understanding the different needs and circumstances of women and men and taking them into account in daily practices to ensure fairness and non-discrimination. It also sought to raise awareness about the importance of addressing the specific needs of female inmates. Through interactive activities, the training highlighted key challenges faced by female prison officers, including issues related to motherhood, pregnancy, and difficult social circumstances that some inmates may have experienced before incarceration. The session also addressed the distinction between equity and equality, with participants emphasizing the importance of treating each inmate according to her individual circumstances and needs, while improving communication through active listening, support, and the reporting of complaints to the appropriate authorities. A dedicated segment focused on self-care and reflection, in recognition of the psychological and physical pressures faced by prison personnel in the course of their duties. At the conclusion of the training, participants expressed their satisfaction with the session, noting that it had enhanced their knowledge and provided them with new concepts and skills.

A workshop in Jounieh on the concept of community policing with the participation of the Internal Security Forces and municipalities, in coordination with Siren Associates.

Issued by the General Directorate of the Internal Security Forces – Public Relations Division: On 22/05/2026, a workshop on the concept of community policing was inaugurated at the Jounieh Municipality building, with the participation of the Internal Security Forces, the Keserwan Federation of Municipalities, and the coastal municipalities, in coordination with “Siren Associates.” The workshop aimed to strengthen cooperation and coordination between security agencies, municipal police, and citizens, thereby contributing to the development of joint security work, enhancing preventive security, and reinforcing effective partnerships to preserve security and stability within cities and towns. On this occasion, the Commander of the Mount Lebanon Region in the Regional Gendarmerie Unit, Brigadier General Abdo Khalil, representing the Director General of the Internal Security Forces Major General Raed Abdallah, delivered a speech emphasizing the importance of continuous cooperation and coordination between security agencies and local authorities. He stressed that security work is based on service, trust, and partnership, and that ongoing communication between the Internal Security Forces and municipalities enhances preventive and proactive security and contributes to achieving the desired positive outcomes. For his part, the President of the Keserwan and Ftouh Federation of Municipalities, Mr. Elie Baaino, affirmed that security is not merely an organizational measure but rather the fundamental pillar of community stability. He emphasized that integration between municipal police and the Internal Security Forces creates a genuine safety network for society based on rapid response, information sharing, and teamwork. He considered security a shared responsibility and noted that sincere cooperation remains the shortest path toward a safer, more stable, and prosperous society. In turn, the Mayor of Jounieh, Mr. Fayçal Frem, highlighted the importance of launching the workshop on community policing, which strengthens cooperation between the Internal Security Forces, municipal police, and citizens, with the aim of consolidating a genuine partnership to preserve security, enhance stability, and serve citizens. Following the opening session, a workshop was held between officers of the Jounieh Company units, led by Company Commander Colonel Charbel Habib, and municipal police commissioners from the nine participating coastal municipalities. The session focused on discussing the mechanisms for implementing the concept of community policing, explaining its objectives, foundations, and role in enhancing cooperation between the Internal Security Forces, municipalities, and society.

“Peace for Lebanon” … A grand musical evening performed by the Internal Security Forces Band at the Cathedral of Saints Gregory and Elias for Armenian Catholics in downtown Beirut.

An exceptional concert entitled “Peace for Lebanon” was held at the Cathedral of Saints Gregory and Elias for Armenian Catholics – Debbas Square in downtown Beirut, under the patronage and in the presence of His Beatitude Patriarch Raphaël Bedros XXI Minassian, Patriarch of the Armenian Catholics. Brigadier General Doctor El Fard Hanna, Chief of Staff of the Internal Security Forces, represented the Minister of Interior and Municipalities Ahmad Hajjar and the Director General of the Internal Security Forces Major General Raed Abdallah at the event, which was attended by ministerial, parliamentary, political, judicial, military, and media figures, in addition to more than 500 guests. The concert was performed by the Internal Security Forces Band under the direction of Colonel Antoine Touma, with the participation of elite opera singers and professional performers, accompanied by the Mar Elias – Ballouneh Choir. The program featured a selection of Lebanese national musical pieces by the Rahbani Brothers, Zaki Nassif, and Majida El Roumi, in addition to renowned international and Armenian musical works performed in more than six languages. Over the course of seventy minutes of refined music and distinguished performance, the Internal Security Forces Band reaffirmed its high artistic and cultural presence despite various challenges and circumstances, carrying a message of life and peace… for Lebanon.

The Internal Security Forces participate with their female personnel in a sports race in Tripoli in support of community awareness and the fight against domestic violence.

As part of strengthening the principles of community policing and the ongoing cooperation between the Internal Security Forces and civil society, and upon the invitation of the “Al-Jawahir Al-Hassan Association in the Service of Humanity,” the Internal Security Forces participated in a sports event organized in the Al-Damm and Al-Faraz area in Tripoli on 03-05-2026, under the title “Run For Lebanon.” This event, which was organized with the support of several leading institutions and companies in the North, included artistic, sports, and recreational activities, prize distribution, and a 5 km running race, with the participation of nearly 1,000 male and female participants from various age groups, including school pupils, university students, civil society associations, sports and cultural clubs, as well as participants from the Orders of Engineers, Doctors, and Lawyers. The presence of the Internal Security Forces was represented by the participation of a number of female officers, who took part in line with the event’s objective “We run for Lebanon,” aiming to spread a meaningful and strong message against domestic violence, and as a step toward raising awareness among the components of Lebanese society to reduce various forms of violence-related crimes, and to encourage reporting such cases through the hotline 1745, with the goal of breaking the barrier of silence and strengthening citizens’ trust in the Internal Security Forces. This initiative was widely welcomed and appreciated by participants of all ages. This event combined a family-friendly atmosphere with purposeful sports activities, emphasizing that sports are a way of life and an investment in both mind and spirit, and that they promote the values of discipline and cooperation among different segments of society.

The Internal Security Forces participated in the annual jobs and careers exhibition “Career Fair 2026,” organized by the Lebanese Canadian University (LCU).

The Internal Security Forces participated in the annual jobs and careers exhibition “Career Fair 2026,” organized by the Lebanese Canadian University (LCU) on 10-04-2026 at its campus in Aintoura – Keserwan, alongside a number of security institutions and companies. The exhibition was inaugurated in the presence of the Head of the Security Media Branch at the Public Relations Division, Major Mark El Ahmar, representing the Director General of the Internal Security Forces, Major General Raed Abdallah, in addition to representatives of participating security institutions and companies, as well as a large number of students and interested attendees. The Internal Security Forces set up a dedicated booth at the exhibition, which witnessed significant turnout from students and participants. Specialized personnel provided explanations about the missions and activities of the General Directorate, the available career fields, as well as recruitment and enlistment procedures. Copies of the magazines “Al-Amn” and “Fata Al-Amn,” along with security studies and various awareness publications, were also distributed, with the aim of enhancing awareness of the role of the Internal Security Forces and strengthening engagement with the youth.

A Mass at Jbeil Prison on the occasion of Easter.

Issued by the General Directorate of the Internal Security Forces – Public Relations Division, the following statement: In cooperation between the Internal Security Forces and the General Directorate of Prisons, a Mass was held at Jbeil Prison on the occasion of Easter. It was presided over by the Maronite Archbishop of Jbeil, Bishop Michel Aoun, assisted by several priests, and attended by the District Commissioner of Jbeil, Ms. Natalie Mrei Al-Khoury, the Commander of the Jbeil Station, Lieutenant Colonel Antonio Yamin, the Commander of Jbeil Prison, Captain Suleiman Mudaffar, the Mayor of Yanouh and Hdineh – Jbeil, Mr. Roger Antoine Al-Baaini, and members of the executive committee of the “General Directorate of Prisons in Lebanon,” including the Head of the Central Public Relations Committee, Mr. Joseph Mahfoud, the Head of the Social Affairs Department, Ms. Jamal Shalhoub, Sister Maria Goretti, as well as prison staff and a number of inmates. In his sermon, Bishop Aoun focused on the meanings of the occasion, thanking all those concerned with the rehabilitation of prisoners and emphasizing the importance of giving inmates a second chance to reintegrate into society.

Visit of students from the Faculty of Law at Université La Sagesse to the Ras Beirut Model Police Station.

On 27-02-2026, the Ras Beirut Police Station of the Internal Security Forces welcomed students from the Faculty of Law at Université La Sagesse, under the supervision of specialized lawyers, for a field visit during which they were introduced to police duties and the concept of community policing. The students were also briefed on the mechanisms for handling cases involving juveniles in conflict with the law or at risk, as well as investigation procedures and detention and custody facilities, in accordance with the applicable legal standards.

A conference on disaster and crisis management at the Internal Security Forces Institute – Aaramoun.

As part of strengthening coordination measures in disaster and crisis management, and drawing lessons learned from previous experiences and gaps that can be addressed—aiming to develop training content for all Internal Security Forces personnel in this field—a conference was held on the morning of 17/02/2026 at Major Martyr Wissam Eid Barracks – Internal Security Forces Institute / Aaramoun – Ambassador Major General Ahmed Al-Haj Hall, under the patronage of the Director General of the Internal Security Forces, Major General Raed Abdullah, represented by the Commander of the ISF Institute, Brigadier General Ahmad Abla. The conference was attended by the Secretary-General of the National Council for Scientific Research (CNRS), Dr. Shadi Abdullah; the Head of Humanitarian Affairs at the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), Ms. Joelle Harfouch; representatives of the Lebanese Army, the General Directorate of State Security, the General Directorate of General Security, and the Higher Relief Commission; CNRS member Dr. Ruba Ziade; Dean of the Faculty of Health Sciences at the American University of Beirut (AUB), Dr. Iman Nuwayhid; representatives of the Ministries of Education, Public Health, and Social Affairs; representatives of the Governor of Beirut; the General Directorate of Civil Defense; the Beirut Fire Brigade; Caritas Lebanon; the Lebanese Red Cross; associations and institutions; in addition to a number of concerned officers. The conference opened with the national anthem, followed by a welcoming speech by the master of ceremonies and moderator of the discussion panels, Brigadier General Amr Al-Yafawi, Head of the Research and Lessons Department at the ISF Institute. Brigadier General Abla then delivered a speech, stating that the conference constitutes a key milestone for exchanging expertise and enhancing cooperation among stakeholders in crisis and disaster management. He stressed that disasters do not distinguish between regions, which necessitates unified efforts. He explained that crisis management is based on three pillars: alignment with the national strategy, proactive prevention, and practical cooperation among partners. He emphasized that confronting disasters requires coordination among ministries, security agencies, civil defense, health institutions, and civil society organizations, concluding by reaffirming the ISF’s commitment to being an active partner in shaping a shared vision to strengthen Lebanon’s capacity to face crises and disasters. Subsequently, an overview of the general framework of the ISF’s role in disaster management was presented by the Head of the Operations Room at the ISF General Directorate, Major Youssef Rahmeh. Participants then took part in three interventions on “The Reality of Practical Experiences in Disaster Management,” moderated by Brigadier General Al-Yafawi. The meeting concluded with emphasis on the following points: the necessity of prior and continuous coordination before, during, and after crises; enhancing mutual awareness among responding entities; the need to intensify training and conduct regular joint exercises to ensure more effective implementation and continuous updating of written plans; and addressing shortages in material, logistical, and human capacities. In closing, participants expressed their appreciation for the importance and timeliness of the conference, stressing the need to maintain ongoing cooperation among various security agencies, official administrations, and the ISF. It was agreed to continue coordination and hold regular meetings, conferences, and training sessions to develop joint work, strengthen cooperation, and ensure proper implementation.

A global sporting achievement in kickboxing accomplished by Staff Sergeant Youssef Abboud.

On 24-01-2026, the final match of the WAKO Professional World Kickboxing Championship was held at the Camille Chamoun Sports City Stadium in Beirut, attended by more than 3,000 spectators. Staff Sergeant Youssef Abboud, one of the non-commissioned officers of the Internal Security Forces, took part in the event, competing against Swiss opponent FLORAN QUAJAK, IFN World Kickboxing Champion. Staff Sergeant Abboud won the title and was crowned Professional World Champion, becoming the only Arab and Lebanese champion to have achieved the WAKO PRO, WBC, and ACS Europe belts in different weight categories. Throughout his career to date, he has recorded 74 victories, including 12 by knockout, مقابل 10 defeats.
