The suspect’s method consisted of contacting delivery workers and asking them to deliver items to fictitious recipients. He provided them with two phone numbers that he used for this purpose and persuaded them to advance sums of money, claiming that the recipients would reimburse them upon delivery. Once he had obtained what he wanted, he disappeared, deactivated his phone line, and blocked the delivery worker’s number. The Branch’s specialized units immediately launched field investigations and intelligence-gathering efforts to identify and apprehend the suspect. Their investigations led to the identification of: T. H. (born in 1999, Lebanese) On June 22, 2026, following a carefully planned surveillance operation, one of the Information Branch’s patrols arrested him in the Jdeideh area and seized his mobile phone. During questioning, he confessed to the charges against him, admitting that he had carried out numerous fraud schemes through social media targeting delivery workers across the Mount Lebanon Governorate. The necessary legal measures were taken against him, and he was referred, along with his mobile phone, to the competent authority upon the instructions of the competent judicial authority.

The Embassy of the Russian Federation in Lebanon honored Brigadier Administrator Moussa Korneib, Commander of the Internal Security Forces’ Embassies, Public Administrations and Institutions Security Service, during a ceremony held on July 10, 2026, at the Embassy’s headquarters in Beirut. The distinction was awarded pursuant to a decision by the Ministry of Foreign Affairs of the Russian Federation, which presented him with the “For Cooperation” Medal in recognition of his longstanding efforts to strengthen cooperation and coordination between the two sides. The ceremony was attended by Brigadier Administrator Moussa Korneib’s family, Ambassador Roula Noureddine, Director of Protocol at the Lebanese Ministry of Foreign Affairs and Emigrants, as well as several Internal Security Forces unit commanders and senior officers. The event opened with the Lebanese and Russian national anthems. Russian Ambassador to Lebanon Alexander Rudakov then delivered a speech praising Brigadier Korneib’s outstanding role in ensuring the security of the diplomatic corps and protecting public administrations and institutions. Issued by the General Directorate of the Internal Security Forces – Public Relations Division The following statement: As part of the ongoing efforts of the Internal Security Forces to pursue and arrest individuals involved in narcotics-related crimes, investigations conducted by the Central Anti-Narcotics Bureau of the Judicial Police Unit, in connection with an investigation initiated by the Hammana Police Station of the Regional Gendarmerie Unit into: J. Z. (born in 1990, Lebanese), on charges of drug use, revealed the suspected involvement of two individuals in drug trafficking: A. B. (born in 1988, Lebanese), who is the subject of four arrest warrants and apprehension orders for narcotics-related offenses. R. W. (born in 1988, Lebanese). Following further investigations, officers determined that A. B. was in the Dekwaneh area. A carefully planned operation was carried out, resulting in his arrest. A search of the suspect led to the seizure of a precision scale, several syringes, and equipment used for packaging narcotics. During questioning, he admitted to selling crystal methamphetamine (“crystal meth”) and the substance known as “G,” after purchasing the drugs from a dealer and repackaging them using the equipment found in his possession. In a related operation, the Bureau identified R. W.’s location in Achrafieh while he was driving his vehicle and arrested him during a security operation. He was accompanied by: S. D. (born in 1995, Lebanese), who is the subject of five enforceable court judgments for narcotics-related offenses and other crimes. A search of R. W.’s residence resulted in the seizure of a quantity of narcotic medications intended for personal use, drug paraphernalia, and a sum of money. The necessary legal measures were taken against all those involved. Efforts remain underway, under the instructions of the competent judicial authority, to arrest the remaining suspects.

Issued by the General Directorate of the Internal Security Forces – Public Relations Division The following statement: On June 22, 2026, the Zahle Judicial Detachment of the Judicial Police Unit received a complaint filed by a woman against a Lebanese citizen born in 2000. The complaint concerned financial extortion, cybercrime, defamation, slander, and damage to reputation. Following investigations and inquiries, officers from the detachment identified the suspect’s whereabouts and arrested him in a carefully planned operation. During questioning, the suspect confessed to the charges against him. He admitted that he had saved private videos of the complainant on his mobile phone, showing her in revealing or intimate situations. The videos had been recorded during conversations conducted through a social media application. He then blackmailed her, threatening to publish the videos unless she paid him approximately US$8,000. A forensic examination of his mobile phone revealed several videos featuring other young women, who are suspected to have been subjected to the same type of blackmail. The suspect was referred to the competent judicial authority in accordance with its instructions. Warning: The General Directorate of the Internal Security Forces once again urges the public to exercise caution and vigilance when using social media and communication applications. It advises against sharing private photos or videos with anyone, particularly content that could be exploited unlawfully, in order to avoid becoming a victim of cyber extortion.

As a result, the specialized units launched extensive field investigations and intelligence operations. One of the Branch’s patrols succeeded in arresting the suspect in flagrante delicto in the Hazmieh area while he was distributing narcotics from a petroleum-blue Nissan vehicle, which was seized. He is identified as: A. Q. (born in 1998, Lebanese) A search of the suspect and the vehicle resulted in the seizure of: 16 plastic containers marked “XP,” each containing approximately 0.5 grams of the substance known as “baz.” 54 plastic containers marked “XP,” each containing approximately 0.5 grams of cocaine. 41 plastic containers, each containing approximately 0.5 grams of cocaine. 23 plastic containers, each containing approximately 0.5 grams of the substance known as “baz.” 44 packets, each containing approximately 0.5 grams of cocaine. 20 plastic containers, each containing approximately 1 gram of cocaine. 10 bags, each containing approximately 15 grams of cocaine. 3 bags, each containing approximately 50 grams of hashish. 3 bags containing marijuana. 126 small white tablets. A search of his apartment in Mansourieh also led to the seizure of: 87 plastic containers marked “XP,” each containing approximately 0.5 grams of the substance known as “baz.” 218 plastic containers, each containing approximately 0.5 grams of cocaine. 8 plastic containers, each containing approximately 1 gram of cocaine. 2 bags, each containing approximately 50 grams of hashish. 5 bags containing marijuana. During questioning, the suspect confessed to the charges against him, admitting that he had been distributing narcotics in several areas of Mount Lebanon, including Sayyad, Karantina, and Dora, on behalf of one of the drug traffickers. The necessary legal measures were taken against him, and he was referred, together with the seized items, to the competent authority upon the instructions of the competent judicial authority. Efforts are ongoing to arrest all other individuals involved.

As part of strengthening cooperation between the Internal Security Forces and academic institutions, and as a continuation of activities aimed at familiarizing students with the mission of the security institution and its role in serving society, the Internal Security Forces Institute – Aramoun received a delegation of students from the Faculty of Sciences at the University of Balamand, accompanied by several professors. The delegation was received by the commander of the Joint School, Lieutenant Colonel Majed Matar, who welcomed the students and gave them an overview of the missions of the Internal Security Forces Institute and its role in training personnel and officers in accordance with the latest professional and academic standards. The delegation then toured the training village within the Institute, where they were introduced to the facilities and equipment used in practical training. The students were also given explanations about the various training activities carried out there, particularly those related to police intervention, crisis management, and handling different operational situations. The discussion also addressed the partnership between the Internal Security Forces and citizens, and the importance of mutual trust and cooperation in promoting security, stability, and public service. As part of the visit, Captain Louay Al-Shami gave an explanation about the crime scene, the methods used to preserve it, the procedures followed in forensic examination and evidence collection, and the importance of these procedures in supporting judicial investigations and solving crimes. The students showed great interest in the information presented and asked many questions related to security and police work, which were answered by the supervising officers. At the end of the visit, the delegation thanked the Institute’s administration for its warm reception, praising the efforts made by the Internal Security Forces in the fields of training, development, and public service, before taking souvenir photos on the occasion.

M. (born in 1986, Lebanese) on suspicion of committing fraudulent acts. He was offering electrical appliances through social media, and when customers contacted him, he would ask them to pay for the items, then fail to deliver the appliances and refuse to return the money. It was also established that he had prior records involving attempted murder, vehicle theft, and shooting incidents. Accordingly, and upon the instruction of the competent judicial authority, the General Directorate of the Internal Security Forces is circulating his photo and asks anyone who fell victim to his acts and recognized him to report to the Mina el-Hosn Station of the Beirut Police Unit, located at Barber el-Khazen Barracks / Verdun, or call 01-789086, in order to take the necessary legal action.

In response, the Branch’s specialized units intensified their field operations and intelligence efforts to identify and apprehend the suspect. Their investigations led to the identification of: H. B. (born in 1988, Lebanese) On June 24, 2026, following close surveillance, an Information Branch patrol arrested him in the act in the Furn El Chebbak area while he was carrying out a purse-snatching operation using a gray “Sweet” motorcycle, which was seized. A search of the suspect and the motorcycle resulted in the seizure of: An amount of cash in various currencies. A handbag containing identification documents belonging to one victim, cash, and bank and health insurance cards. Another bag containing a driver’s license and vehicle registration belonging to another person, eyeglasses, a car key, a necklace, a bracelet, a switchblade knife, and a mobile phone. During questioning, he confessed to the offenses attributed to him. The necessary legal measures were taken against him, and he was referred, along with the seized items, to the competent authority based on the instructions of the competent judicial authority.

Following surveillance and monitoring, his location was identified, and a specialized security operation led to his interception and arrest while he was on a motorcycle. He is identified as: A. H. (born in 1995, Lebanese) Upon searching him, a quantity of narcotics was found in his possession, packaged in small nylon bags and plastic containers, and prepared for distribution. He, along with the motorcycle and the seized items, was handed over to the relevant unit for the necessary legal action to be taken against him, at the instruction of the competent judicial authority.

Within the framework of the strategic plan developed by the Internal Security Forces, particularly in terms of institutional and administrative development and the modernization of infrastructure, a ceremony was held on 7 July 2026 at the Le Royal Hotel – Dbayeh to launch the partnership project with the global EBSCO database, implemented for the benefit of the Internal Security Forces Library, with funding from BLOM Bank. The ceremony was attended by the Head of the Social Services Administration Unit, Brigadier General Elie Al-Asmar, representing the Director General of the Internal Security Forces, Major General Raed Abdullah; the Vice President of Sales for the Middle East and North Africa and representative of EBSCO, Mr. Ali Abdullah; the Head of Business Development and Retail Solutions and representative of BLOM Bank, Ms. Christine Wakim; as well as the representative of the Institute of Judicial Studies, Judge Jad Maalouf; the representative of the Beirut Bar Association, lawyer Alexander Najjar; the representative of the Bar Association in the North, Dr. Odine Salloum; representatives of the Scientific Supervisory Committee of the Security Studies Journal, the Lebanese University, and a number of private universities, in addition to officers from the Internal Security Forces. After the Lebanese national anthem, Administrative Major Linda Ghosban and Administrative Major Micheline Sfeir welcomed the attendees. Mr. Ali Abdullah then delivered a speech in which he affirmed that the digital library initiative comes within the framework of EBSCO’s support for digital transformation and the enhancement of access to knowledge. He noted that it provides Internal Security Forces personnel with an integrated knowledge platform that supports continuous training and performance development. He explained that investing in knowledge constitutes a fundamental pillar for building capacities and preparing human resources capable of keeping pace with developments, expressing his pride in the partnership with the Internal Security Forces and in the role of this platform in promoting institutional excellence. For his part, Brigadier General Elie Al-Asmar pointed out that the launch of the Internal Security Forces electronic library constitutes a pivotal milestone in the development of knowledge-based work within the institution, and a qualitative step that reflects the leadership’s vision of moving toward a modern digital environment. This environment enables officers, personnel, and their families to access more than 300,000 sources, thereby strengthening continuous learning and professional development. As a result of inquiries and investigations, the Branch was able to identify him as: N. D. A. born in 2001, Syrian national On 19 June 2026, after close surveillance and monitoring, one of the Branch’s patrols was able to arrest him in the act in the Hadath area while he was selling drugs on board an unregistered motorcycle, which was seized. He was carrying a bag used for delivery orders in order to disguise his activity. Upon searching him and the motorcycle, the following were found: 12 plastic capsules inside a silver-colored envelope 12 transparent plastic capsules containing a white substance 4 capsules inside an envelope bearing a yellow SPEC sticker 3 capsules containing a white rock-like substance, marked “110” on one side and “حجر” on the other 3 plastic caps inside an envelope containing a white substance 2 plastic caps inside a bag bearing a yellow sticker marked “special offer,” containing a white substance 2 bags containing a black-colored substance A black leather bag, a helmet, a delivery bag, a mobile phone, and a sum of money During questioning, he confessed to the charges attributed to him in terms of selling drugs on board the motorcycle on which he was arrested, for the benefit of another person, on the Old Saida Road between Hadath and Choueifat. He added that he receives between 50 and 60 US dollars for each working day, and that he picks up the goods from an unidentified person riding a motorcycle, in different locations including the Kafaat roundabout, Hadath, and the Old Saida Road. The necessary legal measures were taken against him, and he was handed over, along with the seized items, to the competent authority, based on the instructions of the competent judiciary.
