There was, on Thursday the 6th of February 2025, in the ISF Institute/Aramoun, the barrack of Major Martyr, the engineer Wissam Eid , a ceremony on the occasion of the end of the project of enhancing the community policing in Lebanon , financed by the EU and carried out by FIIAPP, and CIVIPOL.
Were present there, the Director General of the ISF, Major General Imad Osman, the representative of the Spanish Ambassador , Mr. Gonzalo Moro, the Head of the cooperation Department in the EU delegation, Mrs. Alessandra Viezzer, the Head of security and peace in the FIIAPP, M. Miguel de Domingo, the Head of operations in CIVIPOL , Mrs. Anne-Claire Zirnhelt, the Coordinator of the project , Mrs. Consuelo Navarro, the commander in chief of ISF Institute , by proxy, General Bilal Al Hajjar, and a number of units commanders, and representatives of the civil society associations, also a number of ISF officers
The ceremony has started with the national Lebanese anthem, and the one of the EU. Furthermore, there were speeches on this occasion. Mrs. Consuelo Navarro , the coordinator of the project has stressed on the challenges faced by the project during crisis, and she asserted that in despite of difficulties, there were chances to make development. Also she cited a speech of Einstein : “ in the middle of each difficulty , there is a chance . “
And the commander in chief of the ISF Institute, General Bilal Al Hajjar, talked about the achievements realized by the project and he added that the Institute has played a key role in its execution. And he said that the influence of the project is clear in enhancing the relationship between the police and the society, by means of modernizing the training and by improving the officers skills in many domains, like the investigation techniques, the riot control, and the use of social communications. Also it highlights the awareness projects organized in schools in order to enhance the security culture .
The project is not limited to be a traditional training but it covers also the creativity , like developing an educative platform “ Model “ , that leads to the fruitful collaboration between all the local and the international parties. In the end of his word, he asserted that this achievement is a starting point towards a brighter future, and towards a closer police as for the protection of the society. From her side, Mrs. Alessadra Viezzer, the head of the cooperation in the EU, has clarified that this project has succeeded in changing the mentality of the police, towards a closer approach vis á vis the society, and she said “ when the police integrates the societies in an open dialogue, this will lead to have a more strong and more secure society . “
From his side, Major General Osman has talked about the importance of this project in Lebanon, and that it represents a quality step in the relationship between the ISF and the society. This project is not limited to be a security initiative, but it represents a new vision that exceeds the traditional concept of security. It is based on the collaboration between the police and the citizens. And he confirmed the project’s efforts in enhancing the confidence between the two parties by improving the specialized trainings to the ISF members, and by bolstering the means of communication to be more effective.
Finally, he insisted on the partnership in order to assure the stability of the security in the future.
Then we have projected videos that archive the progress of the project in improving the community policing in Lebanon.
Moreover, there was a discussion pannel meeting and have participated, General Elie Al Asmar, Head of Researches and Studies Department in the ISF Institute, and the Liaison Officer of the third component of the project, Mr. Khalid Harfouch, the Mayor of the municipality of Jezzine , Mrs Pascale Pafitos, the coordinator of the project in “Restart “ association , Major Imad Al Khawli, the commander in chief of the police station of Al Dikwaneh.
And the session was managed by Mrs. Claudine Ramadeh. And it aimed to the participation of the partner’s experience, concerned in this project.
Finally, the head of the security and Peace in FIIAPP , Mr. Miguel De Domingo and the president of the operations in CIVIPOL, Mrs. Anne-claire Zirnhelt, have pronounced two speeches on this occasion :
Mr. Domingo talked about his pride concerning the achievements of this project after 52 months from January 2021. And he thanked the Lanese stakeholders and their role in the success of this project.
Also he praised the big support from the Spanish Ministry of Interior and the Spanish experts in transferring the knowledge and experiences.
And he confirmed that the project is financed by the EU. He praised also the continuous efforts of the group. Thus, He confirmed the willingness of FIAPP to pursue the support of Lebanon in the phase after the conflict.
Mrs. Zirnhelt has congratulated the success of the program in Lebanon, that was carried out in despite of difficult circumstances. And she highlighted the capacity of the Lebanese in resistance and collaboration with the local partners, a fact that has contributed in building the confidence between the society and the ISF.
On the other hand , she stressed on the role of the ISF in supporting the municipal police by means of training and by providing vehicles.
At the end, she thanked the participants , and she asserted on the engagement of CIVIPOL and the French government to pursue the support of the ISF in the future.
صدر عن المديريّة العامّة لقوى الأمن الدّاخلي ـ شعبة العلاقات العامّة البلاغ التّالي: في إطار المتابعة المستمرّة التي تقوم بها قوى الأمن الداخلي لملاحقة عصابات السّرقة والاحتيال في مختلف المناطق اللّبنانية وتوقيف أفرادها. بتاريخ 31-3-2025 أقدم ثلاثة أشخاص مجهولين، على سلب أحد المواطنين مبلغًا قدره 150 ألف دولار أميركي بقوّة السلاح، بعد أن استدرجوه احتيالًا إلى أحد الفنادق في محلّة ساحل علما، وعملوا على تكبيل يديه ورجليه بواسطة شريط لاصق، وفرّوا إلى جهة مجهولة. وبتاريخ 8-4-2025 أقدم ثلاثة أشخاص مجهولين على سلب أحد المواطنين مبلغًا قدره 350 ألف دولار أميركي بقوّة السلاح، في محلّة أنطلياس، بعد أن استدرجوه احتيالًا لشراء عملة رقمية، وفرّوا إلى جهة مجهولة. أعطيت الأوامر لكافّة القطعات لكشف الفاعلين وتوقيفهم بالتنسيق مع القضاء المختصّ. وبنتيجة التحرّيات والاستقصاءات المكثّفة التي قامت بها شعبة المعلومات في الموقعين المذكورين، وبعد المتابعة التقنية والاستعلامية، تبيّن أنّ منفّذي العمليّتَين ينتمون إلى العصابة نفسها، بحيث توصّلت الشعبة إلى تحديد هويّة أفرادها، ومن بينهم المدعوّان: (م. ح. ح. مواليد العام 1983، لبناني) (ع. ع. مواليد العام 1980، لبناني) بتاريخ 24-4-2025، بعد عملية رصد ومراقبة دقيقة، تمكّنت القوّة الخاصّة في الشعبة المذكورة من توقيف الأوّل في بيت شاما، والثاني في محلّة غاليري سمعان، بعملية متزامنة وخاطفة. بالتحقيق معهما، اعترفا بتنفيذ عمليّة السلب بالاشتراك مع آخرين، بحيث تقاسموا المبالغ المسروقة في ما بينهم، وأضافا أنّ السمسار المتورّط معهما في استدراج الضحيّتَين يدعى (م. ح. مواليد العام 1961، لبناني) الذي أوقفته إحدى دوريات الشعبة المذكورة بتاريخ 25-4-2025 وبالتحقيق معه اعترف بما نسب إليه. أجري المقتضى القانوني بحقّ الموقوفَين، وأودعوا المرجع المختصّ، بناء على إشارة القضاء. العمل جار على توقيف باقي أفراد العصابة.

On the morning of April 3, 2025, the President of the Republic of Lebanon, General Joseph Aoun, visited the General Directorate of Internal Security Forces (ISF) in Ashrafieh. He was welcomed by the Minister of Interior and Municipalities, General Ahmed Al-Hajjar, along with the Director General of the Internal Security Forces, Major General Raed Abdullah, and various unit commanders. Following his arrival, President Aoun, accompanied by Minister Al-Hajjar and Major General Abdullah, proceeded to the Director General’s office for a closed meeting. During this discussion, they addressed the current security situation in the country and the ongoing activities of the ISF. Address at the Hall of Honor: After the meeting, President Aoun, along with Minister Al-Hajjar and Major General Abdullah, proceeded to the Hall of Honor, where senior ISF officers awaited his arrival. In his address, President Aoun extended his greetings for the holidays and offered the following remarks: “I would like to extend my heartfelt wishes to the Director General and the leadership council on their recent appointments and the responsibilities they have assumed. It is essential that those entrusted with leadership roles are fully capable of meeting the demands of their positions and achieving broader objectives. I wish you all the utmost success in your endeavors, particularly in your efforts to restore security to its previous state, as many—including myself—recall it from the time of my father.” President Aoun emphasized the importance of restoring the prestige and dignity of the ISF, a once-respected institution. He urged ISF members to uphold the law with integrity, free from external influences, and to focus solely on Lebanon’s interests. He reassured them that a professional and independent security force is essential for national stability. Furthermore, the President expressed that a stable security environment is a key to Lebanon’s prosperity, directly affecting economic growth. Expressing full confidence in the ISF’s ability to reclaim its rightful position, he congratulated them and voiced his certainty that their achievements would be significant, bringing pride to both the institution and the nation. In response, Minister Al-Hajjar warmly welcomed President Aoun, expressing his gratitude and emphasizing the trust placed in the ISF’s leadership. He reaffirmed the institution’s commitment to strengthening internal security, stating: “The Lebanese people deserve our dedication and service.” Major General Abdullah also extended his appreciation for the President’s visit, considering it both an honor and a morale boost for the ISF. He acknowledged the President’s support and stressed that collaboration with the new leadership would enhance the force’s overall performance. Despite the challenges faced by both the country and the institution, he reassured that the ISF remains steadfast in its mission to serve Lebanon and its citizens with unwavering dedication.

The Directorate General of the ISF, Public Relations Department, has issued the following official statement : As a part of the continuous efforts of the ISF to combat the traffic operations of drug, and its promotion across Lebanon, intelligence was obtained by the Police Station of Al Mraygeh in the Unit of the Territorial Gendarmerie about dealers who promote drug on board of a motorcycle in the region of Al Maraygeh-Bir Al Daiaa. Immediately, we have launched the investigative and field measures in order to identify the suspected and to arrest them , and after investigations and inquiries, they were recognized . Thus, and on 06-03-2025, and while a Force from the a/m Police station, assisted by a patrol of the Information Department was arresting them in red - hands , one of them has shooting fire in the direction of the Force, and it was obliged to respond , which led to the injury of the fire shooter. And he is named : M (born on 2005, Lebanese ) and he has been transported to the hospital for treatment, and his case is stable. Also we have arrested his partner and he is named : AA. Z (born on 2004, Lebanese ) Therefor and by inspecting them, we have found in their possession the pistol used in the operation , a manual bomb , in addition of : 23 envelops of sylvia, 8 envelops of heroine- 9 envelops of marijuana- 12 plastic bodies of baz cocaine- a cellular phone- a sum of money worth 24250000, and 296$. We have taken the right legal measures against them, and they have been conducted with the seized objects to the concerned authorities upon their request.

The Directorate General of the ISF, Public Relations Department , has issued the following official statement : As a part of the continuous efforts of the ISF to reduce the robbery operations of motorcycles across Lebanon, intelligence was obtained by the Information Department about an unknown person who is executing many theft operations of motorcycles in various regions of the districts of Mount of Lebanon and Beirut. Thus , the social communications sites have exchanged a video sequence that archives him while he was stolen one of the motorcycles in the area of Ras Al Nabae. Immediately, orders were been given to the specialized units in the a/m Department to take the investigative and field measures in order to identify and to arrest him. And after inquiries and investigations , he has been identified , and he is named : H. S (born on 1995, Lebanese ) and he has previous convictions for crimes of drugs. In the light of the above, and on 05-03-2025, after a tracking and monitoring operation , one of the patrols has succeeded to arrest him by means of an ambush in the region of Al Laylaki . Therefore, and by inspecting him, we have found in his possession a cellular phone and a sum of money. We have taken the right legal measures against him, and he was been conducted to the concerned authorities upon its request.
