The Internal Security Forces and LAU sign a memorandum of understanding to develop capacities and improve food quality at Roumieh Prison.

On the morning of 9 September 2026, a Memorandum of Understanding (MoU) was signed at the Hall of Honor at General Headquarters Barracks between the Directorate General of the Internal Security Forces and the Lebanese American University (LAU).

The MoU aims to strengthen cooperation between the two parties, particularly in the areas of nutrition, health, and food safety at Roumieh Central Prison, as well as to promote the exchange of expertise and knowledge and organize specialized training programs and workshops to build capacities and improve the quality of services.

The signing ceremony was attended by ISF Director General Major General Raed Abdallah and an LAU delegation that included Dean of the School of Arts and Sciences Dr. Haider Harmani, representing LAU President Dr. Chaouki Abdallah, along with several academic and administrative staff members. Also in attendance were Head of the ISF Staff Unit Brigadier General Dr. Alfred Hanna, ISF Institute Commander Brigadier General Ahmad Abla, and a number of senior ISF officers.

The MoU forms part of the “Nutrition with Dignity” project, which emphasizes the importance of providing safe and healthy food as an essential component of human rights and dignity, particularly for people in detention. The cooperation also includes support for nutritional and healthcare services at Roumieh Prison and the Warwar Juvenile Rehabilitation Center.

Major General Raed Abdallah stressed the particular importance of the project to the Internal Security Forces because of its direct connection to human health and dignity. He emphasized that being in prison does not deprive a person of their humanity or dignity, and that the role of a security institution extends beyond maintaining order to protecting people and respecting their rights, particularly those in its custody.

He also noted that cooperation with universities and academic institutions helps develop capacities and translate scientific expertise into practical applications, expressing his appreciation to everyone who contributed to launching the initiative.

The cooperation coincides with a project proposed by Rotary Club RC Metn Gate to rehabilitate the central kitchen at Roumieh Prison, helping bring the service in line with international standards. The renovated kitchen will be used to provide meals for inmates as well as ISF personnel and officers serving inside the prison.

For his part, Dr. Haider Harmani said the signing of the MoU is consistent with LAU’s mission to place scientific and practical knowledge at the service of humanitarian causes. He noted that proper nutrition and food safety are essential to individual health and daily life and are particularly important at Roumieh Prison and the Warwar Juvenile Rehabilitation Center.

He explained that the School of Arts and Sciences, through its Department of Nutrition and Food Sciences, will contribute its expertise by providing nutrition and food-safety programs and workshops for personnel at both facilities. It will also help develop a sustainable train-the-trainer program to ensure that knowledge is retained within the Internal Security Forces and passed on to future generations of personnel.

At the conclusion of the meeting, participants reaffirmed the importance of continued coordination and cooperation and of implementing the provisions of the MoU, with the aim of strengthening the partnership between the Internal Security Forces and LAU, improving services, and promoting respect for human rights.

Major General Raed Abdallah Honors Brigadier General Moussa Karneib on the Occasion of His Retirement

Major General Raed Abdallah, Director General of the Internal Security Forces, honored Brigadier General Moussa Karneib, Commander of the Embassies, Public Administrations and Public Institutions Security Unit, during a ceremony held in his office at the General Headquarters Barracks on the occasion of the latter's retirement. The ceremony was attended by unit commanders, heads of divisions, a number of senior officers, and Brigadier General Karneib's two sons. Major General Abdallah praised Brigadier General Karneib's dedication and the valuable services he rendered to the Internal Security Forces throughout his career in this longstanding institution. He thanked him for his commitment to duty and wished him continued good health, happiness, and success.

Major General Abdallah receives the Commander of the United Nations Interim Force in Lebanon.

The Director General of the Internal Security Forces, Major General Raed Abdallah, received in his office at the General Headquarters Barracks, before noon today, 02-07-2026, the Commander of the United Nations Interim Force in Lebanon (UNIFIL), Major General Diodato Abagnara, during a visit in which ways to enhance cooperation and coordination between the two sides were discussed. The security situation in the country was also reviewed, particularly along the southern border. During the meeting, Major General Abagnara presented Major General Abdallah with a commemorative shield.
